Why does concrete spall and flake in Michigan?

Water gets into the surface, freezes, expands and pushes the top layer off from the inside. De-icing salt makes it worse by driving more melt water in and forcing more freeze cycles. Pavers handle this better because they are individual units with joints, so there is no large flat surface for water to sit on and lift.

Will the new porch sit at the same height as the old one?

That gets set deliberately rather than by accident. The finished height has to clear the door threshold and keep the step risers even, so we measure from the door down and build to that. It is one of the reasons laying new material straight over old concrete causes problems.

Do the steps have to be rebuilt too, or just the landing?

It depends what moved. If the landing settled and the steps are sound, sometimes only the landing needs attention. More often the whole assembly sits on the same base, so when one part goes the rest follows, and rebuilding it together is the only way to get the riser heights even.

How do I know if my front steps have become unsafe?

Look for riser heights that are no longer equal, treads that rock or move underfoot, cracks running right through a step, and a landing that slopes back toward the door. Uneven riser heights are the one people trip on, because the foot expects the next step to be where the last one was.
